Tripod recommendations for landscapes and HDR

I have a cheap (and heavy) tripod which I find is difficult to adjust (very unsmooth head movement). I'm still a beginner but looking to use a tripod to try and get some blurred water effects and also my first dabble with HDR shots. I don't really have a budget, I'm the kinda guy who will pay for a decent bit of kit if it comes recommended and I can justify it is worth it. Some of my day trips involve walking or biking with my kit in my camera rucksack, so ideally I don't want anything super heavy.

Any recommendations or advice very much appreciated!

Targus sells a 50" aluminum tripod for around $16 at Walmart or Target. Also, the same tripod sells for only $9 in my local Ross store. This is what I use. You can also go to Amazon but shipping will set you back.
