Taking pictures at dusk/sunset

I tried taking some pictures tonight of a sunset with hills in foreground and wasn't able to capture much of the color in the hills as compared to the colors in the sky. I tried changing the aperture and shutter speed while adjusting the ISO. What do you recommend I do for the next go around?
