For landscape or cityscape photography at night, the critical ingredients are a steady tripod and utilizing a remote or the self-timer feature included with the D3100.
A tripod will ensure the D3100 stays completely still throughout the shot. A remote (or self-timer feature) will allow you to get your hands off the camera to prevent any chance of camera shake effecting the sharpness of your shot.
As for settings, I would shoot in Aperture priority (A on the mode dial) and select an f-number between f/8 and f/11. Adjust your ISO to 100 and activate the self-timer feature. With these settings in place, you'll be able to get everything in focus...from the subjects right in front of you, to the landscape/cityscape in the distance.
