Can the D3100 take multiple pictures on self timer? If it does, would please guide me how.

No. Sorry to say this feature is left out on the lower models. Some such as the D7100 have an option to set multiple self timer shots, but none here.

On the D3200, and I assume the D3100 as well, the self timer also resets off after every shot, so you have to re-select it every time.

If you're doing group shots with yourself in, the best way for multiples is with a remote. Remote mode does not reset with every shot.
