Circular Polarizer and Auto Focus

A few days ago, I bought a Tiffen circular polarizing lens for my D3100. I went outside to take a few test shots of the sky with the filter and immediately noticed a change in the camera's behavior; the auto focus was clearly struggling to do its job. This was in partly cloudy, but well-lit daytime conditions.

Polarizer off: Everything's fine.
Polarizer back on: Trouble focusing.

Is this a normal behavior when using a circular polarizer? The lens is a Nikkor DX 18-55mm GII ED (AF-S).
