Getting Sharp Images

I was out this afternoon and took some shots at a local waterfall. Clouds and the darkness of the glen plus ND filter enabled a 3 second shot to slow the motion. My settings were ISO 100, f/13, VR off, and I used a tripod. The shots were grand until I came home and and zoomed in, finding that the detail disappeared and things got fuzzy. They are not as sharp as I would like. I read about mirror lockup being helpful but my camera says it is not available in that mode (manual). Any thoughts on improving sharpness?

    To stop the water have you tried shutter priority? I do a lot of action shots (rodeos and motocross) and I shoot in S priority 1/1000, ISO 100, adjust your shutter speed for more sharpness (if that's what you're looking for). I also use a monopod and shoot in continuous focus.
