Outdoor flash suggestions

I'm enjoying taking outdoor pictures of my girlfriend and need some flash advice. What kind of external light or light source is the best, economically friendly, option? I'm trying to us it to fill shadowed areas. Thanks.

Oddly enough, I've found Christmas lights provide a nice, even cover that's still soft.
