On manual, I believe you can get up to 30 seconds. You can set it specifically in either manual or shutter priority mode. In other modes, if the scene is dark enough and the settings call for it, it will go up to 30 seconds, but the camera will set the particular timing. In order to get any longer, you must hold the shutter down in bulb mode, in manual mode. Unfortunately, the D3100 does not have provision for the infrared remote, but you can use a wired remote to do this.
