Lens Filter for Night Shots

Hello Moose!
I have a 15-85mm Canon lens. I noticed that when I take a night shot in the city all the neon signs are blurry; you can't see what they say. Is there a filter for a city night shooting for this matter? Or is there is a technique on how to take a night city photograph? Please let me know.
