Flash exposure compensation and exposure compensation

Can someone please tell me the difference between flash exposure compensation and exposure compensation? I tested with some photos and I noticed that to make the photos brighter I can adjust the EV using exposure compensation, however I'm not sure how it differs with the flash exposure compensation.

    The exposure compensation will effect the exposure of the background. The flash exposure compensation will effect the exposure of the subject. If you were taking a picture of someone back lit on a sunny day you could decrease the exposure compensation and make it look like it was moon lit, but the subject would be fully exposed by the flash.
